At the time of assessment, Chhattisgarh site 21 is functionally operational with visible water retention through the post-monsoon window. Community reports a modest uplift in cattle-water access; TMC is not yet formed and active. A DiD-style outcome readout is not rendered for Phase 2 sites because no comparable baseline exists.
